Over-the-Air Viewers Left Out of NBC's Online Future

NBC's Olympics coverage, both on TV and online, hasn't won high marks. Business Insider writes that NBC's TV coverage is "ruining the Olympics for millions of Americans." Harsh. Its Internet coverage is also unavailable to the millions of Americans who watch TV over the air, undermining NBC's position that broadcast television remains an important part of its business.

It seems that over-the-air viewers, who probably watch more ads per hour than DVR-addicted home theater types--not to mention cord-cutters and "Cable's Lost Generation"--are harder to monetize than cable, satellite, and telco video subscription customers.

An Achievable Broadband Policy

The National Broadband Plan is a chance for the FCC to articulate a vision for improving the deployment and adoption of broadband in the United States. In two sets of comments filed this week with the FCC, we highlight recommendations that would encourage new entry into broadband markets, and encourage the FCC to put its treatment of broadband on a firmer legal ground. Additionally, along with many other public interest groups, we're a signatory to this statement encouraging the FCC to adopt a bold, yet pragmatic policy for promoting broadband.

These issues are complex--it's hard to reduce broadband policy to a couple of key phrases. In general, the market structure for broadband services has been shaped by decades of conflicted public policy. We believe that this structure should be moved in a direction that promotes the entry of new broadband competitors. This post will summarize some key points from our separate filings.

Additionally, along with many other public interest groups, we're a signatory to this statement encouraging the FCC to adopt a bold, yet pragmatic policy for promoting broadband.

In general, the market structure for broadband services has been shaped by decades of conflicted public policy. Public Knowledge Pleased With House Panel Spectrum Action

The following statement is attributed to Harold Feld, legal director of Public Knowledge:

“The House Subcommittee on Communications, Technology and the Internet today took two very significant actions to make new wireless capacity available for consumer need. At a time when mobile access to the Internet is exploding, these are important pro-active steps to averting a future crisis. The Subcommittee approved two bills that will help to bring some order to determining how wireless services will be provided.

“One bill, HR 3125, requires the government to find out which bands of spectrum are being used, for what purposes, and by federal agencies and private sector companies. This is an essential first step to going forward on a rational policy of improving wireless access for future needs.

Keeping an Open Mind on Spectrum

As Harold has been saying, a long-term solution to the "spectrum crisis" is going to involve a lot more than just throwing more spectrum at the wireless industry. We also need to look at smarter ways of using spectrum. In this, we're in accord with NTIA, which recently told the FCC that they both "should explore ways to create incentives for more efficient use of limited spectrum resources, such as dynamic or opportunistic frequency sharing arrangements in both licensed and unlicensed uses." We're on the record as supporting these kinds of approaches.

As Gigi pointed out at the FCC workshop last October, this should sound familiar to anyone who has listened to our national debate on the “energy crisis.” And, like the energy crisis, we need a long-term sustainable strategy.

White Spaces Lurches Forward; FCC Releases Public Notice Soliciting Database Manager Proposals.

Over a year ago, the FCC took a major leap forward on deployment of broadband and rethinking our national spectrum policy by voting to open the unused broadcast channels for unlicensed use (aka the "broadcast white spaces")(you can find more on our issue page here). The Order left a bunch of questions unanswered, such as who would run the proposed database of available frequencies for white space use -- an issue the Order said would be addressed in a future public notice. Petitions for Recon got filed, lots of requests for revision and modification of the rules got made, and then nothing happened.

In fairness to OET, it's been a busy year. First there was the change in Administration, then it was "DTV transition all the time" until the magic June 12 deadline. Then it was bringing on a new FCC Chair and two additional new Commissioners.

Fun From San Diego: I Take A Pass At CTIA's Discussion Questions

Gigi is out in San Diego today making a whirlwind appearance on spectrum. In addition to stopping by the FCC's workshop on mobile broadband and mobile applications (and delivering this amazing testimony here), Gigi is stopping by the International CTIA Wireless Conference to do a panel. As is often the case with these panels, they had some discussion questions to focus the group on the key issues and guide the conversation. While I expect Gigi will blog later about what actually happened, the discussion questions I saw looked pretty good to me. So I thought "hey, why not give my answers and show everyone why CTIA never invites me to speak at their conferences."
