Public Knowledge Welcomes New Policy Analyst To Bolster Policy Efforts

    Public Knowledge is pleased to announce one addition and two changes to our staff. 

    First, Public Knowledge welcomes Morgan Wilsmann, Policy Analyst, to the team. Ms. Wilsmann will focus her policy work on content moderation and platform regulation. Prior to joining Public Knowledge, Ms. Wilsmann completed her Google Public Policy Fellowship at Chamber of Progress, where she primarily worked on content moderation and AI policy. She also held roles at the Glen Echo Group and the U.S. Chamber of Commerce’s U.S-Africa Business Center. She received her B.A. from Tufts University and M.A with a focus on Technology and Innovation from The Johns Hopkins University School of Advanced International Studies.

    Additionally, Public Knowledge is pleased to announce the promotion of Lisa Macpherson to Policy Director. As Policy Director, Ms. Macpherson will take on a management role while continuing to lead our work on journalism and disinformation. Prior to joining Public Knowledge, Ms. Macpherson worked as a consumer marketing executive at Fisher-Price, Timberland, Hallmark, and Custom Ink, and as an independent marketing consultant at Pernod Ricard before joining Public Knowledge as a Senior Policy Fellow in 2020. Her experience driving digital marketing transformation on behalf of brands led to concerns over the broader impacts of digital technology on individual well being, civil society, journalism, and democracy. She was a Fellow and Senior Fellow in Harvard University’s Advanced Leadership Initiative from 2019 through 2021, studying how to best mitigate the negative externalities of digital technology. Ms. Macpherson received her B.A. from Colgate University and her MBA from the State University of New York at Buffalo.

    Finally, Public Knowledge is also pleased to announce the promotion of Nicholas P. Garcia to Senior Policy Counsel. In this role, Mr. Garcia will focus on emerging technologies, including artificial intelligence, as well as other intellectual property work. Prior to joining Public Knowledge, Mr. Garcia served as an Assistant District Attorney in the Investigations Division of the Bronx County District Attorney’s Office, where he investigated and prosecuted cybercrime, fraud, grand larceny, and organized crime. He previously worked as a Legal Intern at Public Knowledge and as a Student Attorney for the Communications & Technology Law Clinic at Georgetown University Law Center’s Institute for Public Representation.

    “Morgan Wilsmann’s addition to the Public Knowledge team brings much needed depth and expertise around content moderation and privacy. Her broad experience in both communications and trade groups gives her well-rounded skills to go with her policy knowledge. 

    “Lisa Macpherson’s elevation to Policy Director is a testament to her leadership skills demonstrated at Public Knowledge over the past four years. She is an expert communicator on policy externally and a top project manager internally. I rely on her keen organizational insight as well as her recognized policy expertise around journalism, media, and information systems. 

    “Finally, Nick Garcia continues to grow as an expert. His promotion to Senior Policy Counsel tasks him with leading the collaboration of Public Knowledge’s policy experts on the many issues surrounding artificial intelligence. His thought leadership on both public AI and decentralized web technologies will help shape the course of innovation in the public interest.”
