Meanwhile, Senate Democrats put forth their own draft telecom bill – 96 pages worth. It's a whole lot better than the Stevens telecom bill on net neutrality and municipal broadband, and also has some very good provisions to permit unlicensed uses of broadcast spectrum and to close the loophole by which cable companies deny programming to competitors. However, like the Stevens bill, the Dems draft includes video and audio broadcast flag tech mandates. Goes to show that neither party has a lock on ideas for bad communications policy.
