    Larry Strickling, director of the National Telecommunications and Information Administration (NTIA), will deliver the keynote address at an important conference sponsored by Public Knowledge. The conference, “Toward a Sustainable Spectrum Policy:  Rethinking Federal Spectrum,” will be held June 3 at the Washington Court Hotel on Capitol Hill.

    Public Knowledge President and Co-founder Gigi B. Sohn said, “While everyone wants access to Federal spectrum, we need to balance that with Federal needs. Some argue we should maximize revenue with auctions, others say we should focus on making access to spectrum more affordable for competitors, new entrants, and innovators. The event will look at how new technologies and new approaches make it possible to strike a balance between these competing needs.”

    In addition to Strickling’s speech, the program also will feature the release of two Public Knowledge white papers, “Federal Spectrum Secondary Markets:  A Third Way Forward for Federal Spectrum Reform,” and “Transparency, Efficiency, Access:  How To Reform Federal Spectrum Management,” along with panel discussions of each. PK Legal Director Harold Feld and Gregory Rose, principal of Econometric Consulting, the authors of the reports, will be panel discussants.

    Panelists discussing the secondary markets issue are scheduled to be: Coleman Bazelon, Principal, The Brattle Group; Kathy Brown, Senior Vice President, Public Policy Development, Verizon; Chris Duffus, Senior Vice President, Spectrum Bridge; Rick Whitt, Washington Telecom Counsel, Google (invited).

    Panelists discussing Federal spectrum reform are scheduled to be: Karl Nebbia, Deputy Associate Administrator, NTIA; Kathleen Ham, Vice President for Federal Regulatory Affairs, T-Mobile; Daniel Sepulveda, Senior Advisor, Senator Kerry; Peter Tenhula, Vice President & General Counsel, Shared Spectrum Company; Mark MacCarthy, Adjunct Professor, Communications, Culture, and Technology, Georgetown University.
